What does COO mean?

Country of Origin (COO) is the internationally recognized economic nationality of a product. It identifies the country where a product or its components were manufactured, produced, or processed.

The determination of a product's COO follows two primary rules:

  1. Single-Country Production: If a product is made entirely in one country, that country is its COO.

    • Example: A product with all parts manufactured and assembled in Vietnam has a COO of Vietnam.

  2. Multi-Country Production (Substantial Transformation): When a product's components originate in various countries, but the final product is assembled or substantially processed in a different location, the COO is typically the country where the last substantial transformation occurred. This is the country that gave the product its essential character.

    • Example: If a product uses parts from Mexico, China, and the Philippines, but the final, complete product is assembled in Thailand, the COO is generally Thailand.

This definition is crucial for customs duties, import quotas, trade agreements, and accurate labeling.
